One hundred fifty pounds of unthawed oxtails were piled high on the stainless steel counter of an industrial kitchen in East Harlem one morning in February. Andrew Benson, the executive chef, began the meticulous task of carving off the frozen excess fat, preparing the meat for tomorrow’s lunch.
